Man killed by Billings police on Rims identified

The name of the man shot and killed by police on the Billings Rims last week was identified on Tuesday by the Yellowstone County Sheriff.

Sheriff Mike Linder identified the man as Ryan Lowell, 30, of Billings.

Officers were called to the Rims for a report of a suicidal man on Friday afternoon. After more than an hour of failed attempts to negotiate with Lowell, the man turned to face officers with a gun.

According to Billings Police Chief Rich St. John, Lowell fired at least one shot before four officers returned fire. Lowell was killed by the gunshots.

The officers involved were identified as Sgt. Clyde Reid, a 19-year veteran of the force, Officer Steve Swanson, a 20-year veteran, Officer Phillip Tanis, a two year veteran and Officer Michael Freeman, who is in his second year with the department.

All four officers have been placed on administrative leave. A coroner’s inquest has yet to be set. ?
